This coat is thin. I would call it a long-sleeved shirt that was designed by a child with good taste in color and no sewing skills.
The sleeves are the same diameter all the way down from the shoulder to the cuff. There are velcro cuff-adjustments installed to correct for the reality that diameter at the wrist should be smaller than diameter at the shoulder.
The body-diameter at the shoulders is the same as the diameter at the waist. There are no adjustment straps to correct for this error.
The neck has a velcro adjustment strap to choke yourself with. It seems to serve no other purpose.
